OK, I know it isn’t a flower, but it does look like one to me… So here you have the new flower: Canis furry footus familiaris Cosmosis.

The neighbor’s forsythia has not been pruned in years. I think its gorgeous just as it is. And, if he pruned it, I wouldn’t get a chance to enjoy it.
